Abstract

Emergency communication support serves as the cornerstone of emergency response actions. In the context of modern emergency communication scenarios, issues such as unreasonable weighting of evaluation indicators for emergency communication network effectiveness and difficulties in evaluating qualitative indicators have emerged. To address these challenges, this study proposes an evaluation method for the effectiveness of emergency communication networks.By analyzing the fundamental principles underlying the construction and operation of emergency communication networks, an evaluation indicator system is established. Secondly, a combined weighting approach integrating the Fuzzy Analytic Hierarchy Process (FAHP) and the entropy weight method is adopted. Thirdly, the cloud model is employed to facilitate the quantitative processing of qualitative indicators across different emergency communication plans. Finally, the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) is utilized to evaluate the effectiveness of emergency communication networks, and a comparative analysis is conducted to assess the performance of different indicator weighting methods. The scientific validity and effectiveness of the proposed evaluation method are verified through practical case studies.
